BELEF objedinjuje tri umetnosti: scensku, vizuelnu i muziku. Svake godine se održava na nekoliko lokacija – Kalemegdanu, Adi Ciganliji, ulicama Beograda, trgovima i u pozorištima, obično u periodu od sredine juna, pa do kraja jula.Preteča BELEFA bila je manifestacija “Beogradsko leto” koja se održavala od 1986. do 1991. godine i uključivala je veliki broj pozorišnih predstava, koncerata i drugih sadržaja koji su se izvodili na otvorenom. 1991. godine manifestacije postaje zvanični festival grada Beograda i dobija novo ime.
